This approach allows for the nomination of tested and proven corrosion prevention systems and methodologies, free from bias towards particular contractors or coating manufacturers. A prescriptive specification reduces risk to the asset owner and allows for an easy and fair comparison of submitted tenders since a level playing field is created.
A performance specification is traditionally defined as specification in which the performance expectations in terms of service life in each set of exposure conditions are expressed without reference to surface preparation requirements, specific materials (binders/resins), number of layers and film thickness. These are typical of general construction projects aligning under the National Construction Code (NCC).
Consequently, evaluations of proposed systems based on performance specifications rely heavily on the claims made by contractors and their materials suppliers. These claims are often difficult to verify, and it leaves the burden of verifying the accuracy of those claims with the asset owner, who usually lacks the expertise to make a sound judgement on the matter.
